Initiatives

From institutional problems to working pilots.

We originate and develop initiatives where modern digital infrastructure may reduce friction, attract capital, improve financial coordination or create new strategic capability. Every initiative begins as a constrained hypothesis and advances only through regulatory and operating evidence.

Institutions, partners and communities.

For institutions

Banks remain banks. Supervisors retain control.

We help regulated institutions explore digital infrastructure without forcing them into a crypto-native operating model. Sensitive data stays in controlled systems. New rails are introduced only where they improve integration, settlement, evidence, distribution or operating economics.

Strategic partnerships

Scaling with partners.

Our initiatives begin as institutional design work and may progress into scalable infrastructure projects when the regulatory model, economics and partner structure are proven. We welcome conversations with strategic investors, financial institutions and infrastructure providers.

Pakistan Digital Financial Infrastructure

Pakistan is the Foundation's first major sovereign-market engagement. We are exploring how regulated digital-asset infrastructure can connect to financial systems Pakistan has already built rather than attempting to replace them.

Initial work focuses on remittance orchestration and tokenized access to foreign-currency investment products.

Initiative 01
Proposed Phase 1 scope

Programmable Remittance Orchestration

The problem

Cross-border remittances pass through several disconnected institutions and systems. Each actor sees only part of the transaction, while Pakistan has a structural interest in making formal remittance channels faster, more transparent and less expensive.

The proposal

Use a regulator-approved digital-dollar asset, with USDC as the proposed sandbox reference asset, through a standardized inbound interface, convert it into ordinary USD through a regulated partner, settle that USD through approved Pakistani banking channels, and release ordinary PKR through Raast under regulator-defined conditions. An orchestration layer links the evidence across the full transaction.

Phase 1 scope
  • One inbound digital-dollar rail
  • One regulated conversion partner
  • One Pakistani payout bank
  • Signed evidence for banking events
  • Regulator-readable transaction history
  • No PKR token required
Success test

Does the proposed flow materially improve cost, speed, reconciliation, auditability or operating simplicity compared with a conventional remittance?

Proposed flow
01 Digital dollar in
02 Regulated conversion partner
03 Approved USD banking settlement
04 Ordinary PKR via Raast

Tokenized Roshan Access

The problem

Pakistan already offers regulated foreign-currency banking and investment products to eligible overseas customers, but the existing distribution interface may not reach digital-native investors who are comfortable with wallets, digital-dollar balances and online investment products.

The proposal

Keep RDA, bank custody and the underlying investment intact. Add a controlled digital interface that represents recognized Pakistan-side USD backing with restricted digital units, lets eligible investors commit that balance into approved products such as Naya Pakistan Certificates, and supports ordinary USD redemption through the banking system.

Phase 1 scope
  • UAE-to-Pakistan, USD only
  • One regulated UAE collection partner
  • One participating Pakistani bank, or very few
  • One approved investment category
  • Wallet infrastructure; restricted transferability
  • Mint only after confirmed Pakistan-side credit
Success test

Does the interface attract meaningful incremental foreign currency from investors who otherwise would have kept that capital outside Pakistan?

Proposed flow
01 UAE collection partner
02 Confirmed Pakistan-side credit
03 Restricted digital units
04 Approved investment product

Illustrative path through the proposed architecture. Discussion-stage, not a live process.

Both proposals are discussion-stage architectures subject to regulatory, legal and partner approval. Neither assumes a public stablecoin, replacement of Pakistani banks or bypass of foreign-exchange controls.

How we work

What comes next

These initiatives are separate today. If either pilot works, we can reuse its capabilities for more markets and financial products across Asia. The same operating model applies to institutional work and community programs.

Step 01

Identify

Find a material financial bottleneck where digital infrastructure could create measurable value.

Step 02

Design

Define the regulated architecture, responsibilities, controls and economics with institutions.

Step 03

Build

Create controlled software, integrations and pilot infrastructure with qualified partners.

Step 04

Prove

Measure cost, speed, adoption, capital formation, reliability and regulatory usefulness.

Step 05

Scale

Expand only where the pilot produces an economic outcome and the regulatory model supports it.
